Maybe I missed something, but, what the hell does this mean?

Commander Coconut delivers flowers in an F-102? What kind of "tropical plants" do you transport in an F-102? Jeeziz.
+ And, as commenter snr notes, what's he doing using a government fighter plane to run perennials (or whatever it was) for private interest? Should that be the case. Kinda gives an all new meaning to the nickname Shrub doesn't it?
